The reason for this is because the MN Deer Hunters Affiliation has made the decision that all blame for CWD inside the wild should be to be put around the MN deer farmers.  (and since the MN Deer Hunters pour $$ in the condition of MN, the lawmakers are agreeing with them)  This is often absurd, as read more our deer (and MN farmed deer normally)
